Jacksonville, FL – Momentum Returns as Buyers
Focus on Attractive Affordability
(5,135 single-family permits in 2008, 18th largest market in the country)
Traffic rebounds in January. Buyer traffic regained momentum in January after declining in December, as our traffic index improved to 50 from 35 in December in-line with a neutral reading indicating traffic levels consistent with agents’ expectations. Agents with positive commentary this month attributed the improvement to people moving past the holiday season and focusing on the attractive affordability currently available. One agent highlighted the combination of “pricing, inventory choices, and low interest rates,” as factors that led to better traffic levels in January. Others said that cheaply priced foreclosures remain a big draw for buyers.
However, some agents were not convinced by the improvement, noting an increase in activity relative to December is typical, so it is tough to tell how real this is. We think there will likely be further improvement over the next few months based on the upcoming expiration of the homebuyer tax credit, likely followed by another(hopefully) temporary lull in traffic after April. Prices fall, inventories rise. Home prices continued to fall in January, likely as sellers tried to draw buyers back into the market, as our price index fell to 25 from 35 in December, with any reading below 50 indicating lower home prices over the past 30 days.
Incentives also increased, as our incentive index dropped to 30 in January from 60 in
December (readings below 50 point to higher incentives). Still, inventories increased
(although some of this is likely due to normal seasonality), as our home listings index fell to 33 in January from 55 in December, with readings below 50 indicating higher listings. We think the high foreclosure levels will continue to pressure inventories and weigh on home prices in the coming months.

As you can see, mortgage rates continue to hold their own through the first 5 weeks of the New Year. This is due mostly to the big sell off on Wall Street over the past week. Remember, in most cases, when the stock market is in a dive, money is moving into the security of bonds….as bond yields move up….rates go down. Good news for us.
The Fed purchased $12 billion in Mortgage Backed Securities last week. This brings the total to $1.173 trillion and only leaves $77 billion to be used over the next eight weeks. As we’ve discussed in the past, these purchases are part of the stimulus package and will end at the end of March. We’ve also talked about how the media can shape consumer behavior…..CNBC’s Steve Liesman commented this morning there will be no change to mortgage rates after the Feb stops buying….don’t bet on it. Every indication I have from the bank and mortgage industry is that rates will rise a bit after this massive flow of money ends. Think about it……$1.943 TRILLION has been introduced into the market to purchase “bad” loans. By no means will it get all of them. What happens to loans left on the market? They will under perform. I don’t expect rates to go through the roof but they will certainly come out of the 5.00% range. Please continue to educate your buyers that rates will be higher as we approach the summer.

AirTran to offer flights from BWI to Jacksonville
Perhaps in an effort to balance Southwest's new service to the beaches of northwest Florida, AirTran will begin offering 4 daily flights between Baltimore and Jacksonville in May. The again, maybe it's just a coincidence - after all, Florida is a hot vacation market. From Jacksonville, it's a quick jaunt north to Amelia Island - a relaxing getaway I highly recommend. Just about 50-60 miles to the south, you'll find the shores of Ponte Vedra Beach and historic St. Augustine.
